Man who caused ‘anxiety’ to Staines community banned from town centre

A man who caused “anxiety” for the community in Staines has been banned from the town centre.

Rory John Fagan from Weybridge has been handed a Criminal Behaviour Order and four prohibitions for his anti-social behaviour, which include a ban on having alcohol or being abusive in Surrey.

The 25-year-old has received the order for two years, which excludes him from a section of Staines and from acting in an anti-social manner.

Police say if he is found to break any of the prohibitions he will be committing a criminal offence. They include:

  • Behaving in a manner or inciting others to behave in a manner either verbally or physically in any public place which causes or is likely to cause alarm, harassment or distress to any person in the county of Surrey
  • Entering the area of Staines town centre highlighted on a map.
  • Being in possession of any container holding intoxicating liquor that is open or has the seal broken or being drunk in any public place in the county of Surrey.
  • Not to enter any shop from which he is banned from entering, having been notified of a ban in writing.

Anti-social behaviour specialist for Runnymede and Spelthorne Karina Powell, said: “Fagan’s actions left many in the Staines community with high levels of anxiety and therefore I welcome the order against him.

“I hope this order gives the clear message that anti-social behaviour will not be tolerated in our communities and that all victims should report any incidents to the police so that appropriate action can be taken against the perpetrators.”

The order was granted at Guildford Crown Court earlier this month.
