A planning application for a major development of a Cobham private school has been recommended for approval despite initial concerns over its impact on green belt land.

Feltonfleet School has applied to erect several new buildings on-site, which is within the green belt.

The development would include a “digital technology and art hub” building, a two-storey music building and a single-storey detached building to provide a new “head’s house”.

The application was discussed by Elmbridge Borough Council at a planning sub-committee on Monday, November 6.

The new buildings and developments would be built following the demolition of the Keith Leighton Memorial Hall as well as other buildings on the site.

Before the planning sub-committee meeting, concerns were raised over the impact the new digital technology and art hub would have on the green belt land.

A report to the planning committee stated: “The building would, by virtue of its size, height and layout and position on the site boundary, result in unacceptable harm to the openness of the green belt.”

The report also noted that the building would have a detrimental effect on the character of the area due to its size and location.

For the above reasons, the report recommended that the committee refuse planning permission.

However, councillors chose to recommend that the application be approved at an upcoming planning committee meeting on Tuesday (November 21).

Councillors concluded that the development on a previously developed site would not harm the openness of the green belt.

The committee also found that the technology and art hub “could be adequately screened along the boundary in order to ensure no significant adverse impact upon the general character of the area”.

A spokesman for Feltonfleet School said: “The school is obviously happy with the progress made to date.

“We went through the pre-application process last year which worked well for us but are fully aware of the sensitive issues surrounding the green belt.

“We are committed to improving the overall facilities of the school and this application is the latest project to support that.”

The application will be discussed and voted on at the planning committee meeting on Tuesday (November 21).
